Romania has waived certain requirements for people fleeing the war in Ukraine, however you may still be required to have an emergency travelling certificate (ETC) from the Nigerian Embassy to allow you leave the border point. Get in touch with the Embassy staff on any of the numbers provided.
An ETC as the name implies is given as an emergency travelling document to facilitate movement of Nigerians back to Nigeria. The Embassy by issuing an ETC is providing guarantee that its citizen will be returning back home. ETCs do not allow travel to third countries.
Generally, all consular services of the Embassy remain available, and you can apply for new passports or passport renewals. However, if you came in through the guarantee provided by Embassy (by issuing an ETC), the Embassy is constrained, and cannot issue a passport in that regards.
Evacuation flights are scheduled from time-to time to return those fleeing the war safely back to their families in Nigeria. Ask the Embassy staff when the next evacuation is scheduled for.
While return in the evacuation flights to Nigeria ‘voluntary return’, those who choose not to return will be responsible for their own expenses.
Holders with Romanian visas may stay in the country for up to 90 days before being required to return home.

Yes. According to the Ministerial Order no. 5140/2019 (as amended), Romania allows students from Ukrainian universities to continue their studies in Romania if they have been have been accepted by a Romanian university.
The website https://studyinromania.gov.ro has a listing of programs offered by various public universities. Additionally, you may narrow your search by language, degree, subject area, and city using the website's filters.
Many courses are offered in both English and Romanian; however, the majority of them are offered solely in Romanian. Students who are not fluent in Romanian will have to attend a preparatory year of language study before continuing their studies in courses delivered entirely in Romanian.
The regulation in Romania is that anyone who secured admission to Romanian Universities must obtain student visa in his or her home country. However, in view of the current crisis, missions have requested that some consideration be given to refugees from Ukraine to allow for academic mobility to higher institutions. This request is however yet to be confirmed. We await information on this from the Romanian authorities.
The affected students will be required to process resident permit in the office of Inspectorate of Immigration which is located in every county in Romania.
Students from Ukraine can apply to study in Romania irrespective of whether they fled through Romania, or other countries. However, they must secure admission in higher institutions in Romania and apply for study visa in Nigeria.

Most universities entertain applications directly. However, applicants are strongly advised to fill in the student mobility form, and notify us on having letter of acceptance to study in Romania.
